Question How to fix GPU causing usb and display ports to stop working?

I have recently bought a new gpu.
After plugging it into my computer and turning it on all of the fans work, including the one on the gpu, however there is a problem, the usb and display ports stop working, meaning I cant use a keyboard or mouse and cant connect it to any display.

When I dont have my GPU plugged into my pc all of my usb ports do work, meaning I have done something wrong with the gpu, what I really doubt or there is something wrong with the NEW gpu i have brought from AMAZON.

Does anyone have a fix for this? I have been trying to find a fix online for days but cant seem to find anything.

Even though Im sure its something with my gpu, here are my specs:

Gpu = Radeon Rx 6500 xt mech 2x
Cpu = Intel Core i5 2400s @ 2.50GHz
Motherboard = Intel Corporation DH61CR
Ram = 16gb dual-channel ddr3 @ 665MHz
Psu = Evga 750w bq Semi-Modular

or there is something wrong with the NEW gpu i have brought from AMAZON.

can you try GPU in another PC and see if it has same problems? a friends for instance.

other thought is it could be PSU as often if they don't have the power they need to run everything, USB is 1st to go, followed by GPU. You would think 750 be enough but its possible.
