Question I have strange temperatures for my CPU

I have a AMD FX-4350 and my room is 20 degrees C.
However on high load (Running a game) the max temp shown for my CPU is 19 degrees C,
and on idle it's around 7-12 degrees C.

How is this possible and will this effect performance/cooling.
It ran okay while running the game for around 45 minutes, fan seemed to be working correctly and pc didn't overheat.

I'm running windows 7 64bit and used open hardware monitor to get the temperature.

Use AMD Overdrive. https://www.amd.com/en/technologies/amd-overdrive more accurate although it shows temperatures a bit weird way, it counts from high to low, closer to 60c it is, numbers get smaller.

AMD Overdrive is saying 60 degrees C at idle. That seems more realistic but quite alot hotter than i would of liked. but it says thermal margin which i don't quite understand.

EDIT: Oh i understand it's how far below AMD recommended max temp it actually is. Thanks alot
