Question Insane lag when my cursor is moving

Ok I have been getting huge cpu usage which by the looks is tied to my mouse cursor. My cpu usage used to be very low now a minimum of 34% 🙁 and when the cursor moves it can go right up to 100%. I have tested each component on a different mobo and cpu setup ive also tested my ram with the windows diagnostic thingy. I have done multiple windows formats and fresh install on both my m.2 and my second ssd. Also this seemed to be a thing not sure whats going on here.

Have you applied the monthly Windows updates from Tuesday 2019-03-12? There was an earlier faulty Windows update that caused this, but was fixed with the latest updates.

Basically, if you have KB4482887 (From March 1) installed, you have this problem.

KB4489899 replaces/fixes it.

I fixed it in the end after I made a fresh installation USB on a different PC that seemed to fix it I dont know why it worked though.
