[SOLVED] Low CPU and GPU usage

I have a RTX 2080 and an AMD Ryzen 2700X. I have a problem with getting low FPS.
In task manager it shows that the CPU usage is at 30-40% and the GPU usage is at 10-15% while gaming. Is this normal or is it too low?

Total cpu usage is fairly meaningless, you need to monitor each core/thread. If only takes 1 at 100% to limit performance while total cpu usage is much lower.

i have the same problem and all cores roughly have the same usage,my cpu is always at 40% usage and my gpu at 20% when i play fortnite and my fps drops from 144 to 20 alot of the time

my specs-r7 2700x @ 3.7ghz
nvidia evga gtx 1660
16gb ram @3200mhz
