So i have some issues with GTA V online and offline where my fps is very low for the parts that i have, i'm running at about 35-70 fps on medium settings. I'm running all other games i have on a normal fps for my parts for example i play fortnite at ultra settings at like 110 fps and the same with apex and on COD Warzone i play on 80-110 on maxed out settings so i only have this problem on GTA specificly.
I'm running the latest windows update and the newest nvidia drivers, i also have tried to play the nvidia recomended settings but that does nothing basicly.
I'm suspecting that it's my CPU that needs to be uppgraded because this christmas i uppgraded from a GTX 1050Ti to a 1660Ti and i saw pretty minor fps changes, so while talking about CPUs what Ryzen CPU would be the upgrade, maybe a R7 2700x or a R5 3600x?

GPU: GTX 1660Ti OC
CPU: Ryzen 5 1400
RAM: 16GB 2400Mhz (I can make it go to 2666MHz but i haven't bothered to change it, will it help to change the MHz to 2666?)
