Question Low FPS with low CPU and GPU usage in one specific game? Ryzen 5 3600, RTX 3070

Hello. So for a while now I've been getting low FPS, stutters and freezing in one specific game - Escape from tarkov - but my CPU and GPU usage both sit around 20 - 40%. It's bizarre because it doesn't happen in any other game. Like yeah - I get the occasional stutter or freeze in other games - but never to the same degree. Anyways. My specs are:
Motherboard: ASUS TUF Gaming x570 PLUS
CPU: Ryzen 5 3600
GPU: RTX 3070 8gb
Memory: 2x8 Corsair Vengeance RGB PRO 16gb DDR4 3200MHz
PSU: Corsair TX-M 650w 80+ Gold
Monitor: The only information I can find easily on my monitor is that its an ASUS VE228 with a HDMI to DVI-D adapter because it doesn't support HDMI

Basically around 40%~ fluctuating between like 20%-50/60%. I tabbed out of the game a couple times to go on google and other things which was responsible for the 90% spikes.
