[SOLVED] monitor turning on on window's log screen and passing bios

My monitor:
Viewsonic VX2458-MHD
GPU:
SAPPHIRE RX 580 8GB

So essentially im trying to reinstall windows using my USB, but to boot into the USB i need to get into the BIOS to change the boot order. but for some reason, when i restart my pc the screen turns on at the log screen, bypassing the BIOS, and when i press DEL to get into the BIOS the screen just wont turn on. (i know that i can go to advanced options and choose the usb drive there but for some reason that option doesnt appear for me)

PC Specs?

Try doing a bios reset. You might've had fast or ultra fgast boot set - then it bypasses the bios screen.
Or it could've just been disabled in bios.
