Question MSI 4070 Super graphical issues/artifacts. Help needed

Hey, I have a pretty comprehensive issue that I believe stems from my new GPU, MSI 4070 Super. There are multiple issues that I have noticed. I'm not completely sure this isn't a GPU issue, therefore I need some help.

  1. The first issue has something to do with the Nvidia control panel and the digital vibrance setting. With my old GTX 1070 I always ran 100% DV and higher brightness than normal, this was all fine and no issues were ever present. But when I install my new 4070 Super GPU there are these “artifacts” / graphical issues that are immediately present when using the same settings. These are present in darker areas like shadows. What can cause this? Considering the issue is not present with the older GPU I have concluded that the problem probably stems from the new 4070 GPU, hardware or software related. It can't be the monitor right? I only have access to two very different generation GPUs and can't troubleshoot properly. If any of you copy my settings and look at dark areas on videos, games or images do you see the same issues as me? Can it be caused by different DP connections? The GPU supports 1.4 but my monitor is only at 1.2, I'm not an expert on that field…
  2. The second issue has something to do with hardware acceleration. When watching videos on Chrome with it turned on I get this weird graphical bug with some sort of grid pattern. This is mostly visible in dark areas but can be seen on the entire video. See the first photo. And I have tried using different browsers, and it doesn't really change anything. When I then try to fix it by turning off the Hardware acceleration there are instead these lines going through the screen making it pretty unwatchable. See second photo. What can cause this? And does anyone else have these same problems?
  3. The third issue is the most annoying. It's some sort of weird “compression” issue on videos. This issue I'm really unsure what to call. For information I'm using the default settings on the Nvidia control panel. Darker areas on videos I'm watching get pixelated in some odd way. It's kind of hard to explain but it's really annoying while watching. It's almost like the video isn't compressed properly, but it is happening with every single video I watch. It's really prevalent in darker areas. Nothing changes here when fiddling with hardware acceleration, this is present at all times. The only moment I can remove it is if I turn down my brightness on the control panel to like 30%, because that makes the blacks so black that the issue disappears. That is not how I want it. Does anyone know or have this issue?

Troubleshooting:
In my head, considering the issue is not present on my older GTX 1070 i assumed it has something to do with my new GPU. I have tried reinstalling windows, but that didn't change anything. I have also reinstalled nvidia graphic drives, that didn't change anything either, i also tried using older drivers to no effect. I have tried underclocking the GPU, but it does not change anything. I have used different tools to measure GPU performance (i'm not a benchmark expert) but all the signs i could see didn't show any issue. The card is pulling the proper amount of power and there are no other notable issues. Please come with other tips of things I need to troubleshoot. Any help is greatly appreciated. Im still not 100% sure where the problem stems from, monitor incompatibility orm GPU? Here is the video i used for all the examples:

The simplest fix is to lower your control panel settings. Just because it worked before doesn't mean it will work the same as the old.
Second check cables. Power supply and display port.

Good luck. This one is a hard one. Oh and check heat
