Question My PC sometimes has no power, or has power but no display/POST ?

I just built a new PC with these specs:


Mobo: Gigabyte B550M DS3H (The one with no argb/rgb, idk what rev this is)
CPU: Ryzen 5 5600X
GPU: EVGA RTX 2080 Super
RAM: 4 x 8GB TeamGroup Elite 3200mhz
SSD: Gigabyte 500GB NVMe
SSD: Lexar 120GB SATA
HDD: 1TB Barracuda SATA
PSU: Antec NeoEco 650M Bronze

These parts are all new except my psu which I had in my old and recently sold system, my psu is an Antec NeoEco 650M Bronze, I used it a day before selling my old system which was an i5-9400 and a H310.

In some way when I reseat the CMOS it turns on but does not display, and when it turns on the fans of my gpu and cpu goes on probably max speed. Then when I turn it off and turn it on again, it shows no power. Is this possibly a PSU problem? Or is it a BIOS problem resulting to no power/no display?
 
PSU is a likely culprit.

Keyword being "old". How old. History of heavy gaming use - correct?

Is it possible to disconnect the Barracuda 1 TB drive and the 120 GB SSD for testing purposes?

Objective being to reduce power demands to determine if that makes any differenences in system performance and behaviour.

Do you have access to another known working PSU that can be swapped in for testing purposes?

Remember, if modular, use only the cables that came with that modular PSU.
