This is my system Conf.

Recently I bought Samsung 970 EVO PLUS 1 TB and I am having its temperature issue when I start my system temp is 45° c but after just 3-4 mins it goes more than 60° c.
So I bought some silicon thermal pads from amazon but it also not working the temperature not going down.
while running the system normally its temperature stays between 57 ° - 64 ° c.

Tell me guys what can I do?
I'm using a corsair Spec-01 cabinet.
My room temperature in summer 25°c -31° c and in winter 5°c -15° c

Any 120mm o4 140mm fan will do the job.
Mount it in front to intake air.
The one you picked will work.

As to the heat sink, I do not think it is worth it.
You have no real heat issue now, and that will lessen after you improve your front intake.
I would defer that decision, you can always buy it later.
Samsung specs show an operating range from 0c. to 70c.
You are ok on that front.
Under constant sequential accesses, heat will build up, but the ssd will throttle if necessary to protect itself.
This might happen after 30 seconds on something like a virus scan.

Your ambient temperature is relatively high. All cooling starts at that temperature.
The key to good cooling starts with a good supply of intake air.
The specs show the capability of using two 120 or 140mm front intakes.
It is not clear from the photos if you have mounted an intake fan on the bottom.
If not, that would be the first thing to do since it will direct airflow over the HDD as well as the portion of the motherboard where the m.2 is mounted.

Next step up would be to use 140mm fans which move more air or higher rpm 120mm fans.

Remove that pad. they are used to connect actual finned heat sinks.
A proper heat sink might be like this:

I have only 1 fan in the front panel.

Please tell me this fan Antec Prizm & M.2 Heatsink is worth buying?

Suggest me please and where should I put the fan?

But 1 thing does my cabinet corsair spec 01 I can mount 1 more fan on the front I don't know if it has a place to put it on the front.
if there's no place in front can I mount it on the top?
