My C drive with windows on has 16GB unallocated data, and when i try to delete volume it only says new simple volume and no delete volume option, (my windows is on the same drive) is there any other way i can delete the volume and add it to the c drive?

Unallocated space is before C: partition. It can not be added to C: .
You could create a new partition in unallocated space and move pagefile there. That will free up space on C: .

If you're suggesting moving 1.8TB partition by 16GB, then I'd strongly recommend against that.
On a HDD this is process will take at least 4h. Plus, if there's any power problem during that time, then data will be lost. Backup absolutely necessary.
It won't take that much of time unless you are moving that unallocated space to C drive.
Don't move it to C drive
