This is my first time building a PC and I was wondering if either of these would be good builds? Any help would be greatly appreciated I am quite unsure if it will all be compatible and most importantly optimal. Also was wondering if there is a best a part of the year to purchase PC parts? In regards to sales and everything.

I wonder if you need to spend 496 dollars on a cooler for a 13600KF.

What is your main use for this pc?
If it is for gaming exclusively, then a X3d processor is a bit faster.
But, realize that a X3d is sort of a one trick pony and anything else you do would be better on a base processor.
X3d gets it's performance from a large cache on the main thread.
Once you interfere with other processing, that advantage is lessened.

On build 1.
Noctua NH-D15 is a wonderful cooler, but I don't know if it is needed.
Past that, the height of RGB vengeance at 44.5mm would impact the front fan.
NH-D15s would be ok.
I like buying a top quality psu with a 10 year warranty as well as 850w or more.

On build 2:
Do not try to save pennies with a F processor.
Having integrated graphics will save you sooner or later.
I5-13700K is a good gamer.
I would never buy a aio cooler unless I had a space issue or was planning on maximum overclocking.
Intel processors want to run at 100c. for best performance.
You might get 2% more performance with a 360 aio; is it worth it?

The NH-D15s would be a suitable cooler.

Why is the price for the same ram more on build 2 than build 1?

The 3060ti has no price... why?
It's performance is a tad less than the 4060ti:
