Question Not getting enough FPS as I think I could (Ryzen 7 1700 + GTX 980Ti) what is wrong me or my pc?

TLDR: I have an overclocked ryzen 7 1700 and gtx 980Ti, I get 90 to 100 fps in gta 5 at 1080p with all settings on normal or off and 90 - 100 fps on rocket league at quality settings, I want to hit at least 120 fps for my 144hz monitor and I feel like I should be able to but cannot, am I mistaken or is there something wrong, comparison or advice would be helpful - Read full for more detail

I have a Ryzen 7 1700, Inno3D iChill GTX 980Ti X3 Ultra, 16GB 3000 MHz RAM. The Ryzen 7 1700 is overclocked to 3.65 GHz and the GTX 980Ti to 1378 MHz when gaming. I bought these both second hand and they both came already overclocked (the gpu was so far overclocked when I tried to play a game after installing the gpu it would crash my pc, not a blue screen just a single colour and so I had to restart. Because of this I have underclocked it in MSI Afterburner by -90 MHz and after that with 1378 MHz it was playable and that is still overclocked compared to the base clock of this gpu). My graphics drivers, BIOS, chipset etc. are all up to date and yet I at the lowest possible settings in gta 5 I get roughly 130 to 160 fps in the cut scenes of the benchmark, 120 to 130 fps in the flight scene and only 90 to 100 fps in the driving.shooting scene (sometimes dropping to 80). When regularly driving at high speeds I get about 90 to 100 fps with 1080p, all settings on normal or off and 100hz refresh rate. I have a 144hz monitor and I want to at least play at 120hz and after looking at some websites and videos it seems like I should at least on lowest settings. Rocket League also stays at around 90 to 100 fps at quality settings yet I feel I should be able to hit 120 no problem. Am I mistaken or is something wrong with my system, if anyone has this build or knows someone who does and can test what they get to compare to mine that would be appreciated.
