[SOLVED] PC lags at certain times

My Laptop lags at certain times during execution of software otherwise it runs fine. Its new and has these specs:

Core i5 6300U 2.40Ghz
16GB RAM
Intel HD 520 GPU

I have also checked for errors in CPU,GPU,RAM and temperature/cooling problems but everything is okay(Temperatures are not even near dangerous).
However, it lags when:
Scrolling in Google Chrome when viewing football matches' list of a certain team on google(Turning on/off smooth scrolling didn't help)
Moving camera in Battlefield 3(although fps and Frame-Time are shown to be constant!)
Also, when writing/committing changes to database in SQLite browser, it hangs a little bit with whirring noise coming from HDD or Fan temporarily.

I already have a 256GB SSD assigned to C drive, and a 1TB HDD that is assigned to other partitions.

what is running on the hdd? did you put virtual memory on the hdd?

My softwares reside in SSD(C Drive) while games in HDD partitions. I don't think that I have VM on HDD because only in C drive(which is in SSD) it is saying that Paging File Size is system managed and all the other partitions have no VM. While the currently allocated file size(automatic) is 2432 MB.

95.3 GB is free

unplug the hdd to see if that what causing the issue
