Question PC only starts up after CMOS reset, new battery doesn't fix this. Everything I've done is below. What to do next?

Specs:
Intel Core i5-13600kf, 3500mhz, 13th Gen
Nvidea RTX 3050 8gb
Thermaltake 600w PSU
Asrock B660 Pro RS Motherboard.

This is a used prebuilt gaming pc that I just bought.

To attempt to fix startup issues, here's what I've tried:

1. Shorting power pins on mobo and trying to power on with reset switch, doesn't work without CMOS reset. Power switch is fine.

2. Unplugged everything from Mobo and air dusted all connections, changed nothing

3. Tried to boot with one of 2 ram sticks, did both sticks separately, no startup.

4. After figuring out resetting CMOS guarantees at least one start and bootup, I went into BIOS a few times:
- No XMP profiles are enabled
- Turned off Intel's turbo boost CPU OC that's on by default, this changes nothing

The version of BIOS is American Megatrends INC, 13.02.

What's odd is a new CMOS battery doesn't change the fact I need to reset CMOS to guarantee a startup, otherwise there is zero response from the pc when I attempt to power it on.

Maybe BIOS is corrupting between every startup, I don't know.

What should I do next?

It runs phenomenal when it's on, clearly a startup issue.
