If I plug a PCIe 4x sound card (soundblaster AE-5 Plus) into a PCIe 4.0 1x slot, will the sound card's performance be severely downgraded?

Unless it's an open-ended PCI-Ex1 slot, a PCI-Ex4 card will not physically fit into the PCI-Ex1 slot. That said, unless I'm missing something, the sound card you're looking at is PCI-Ex1 (not x4).

Are you 100% sure that the Soundblaster AE-5 Plus is a PCIe 1x and not a 4x card?

If the links given are in fact the card you're looking to get, then yes. 100% sure it's a PCI-Ex1 card.
