Question RX 590 Fans not spinning even in high temperature

Hello everybody,
Just bought a new GPU for my pc since i was running with just the AMD CPU and noticed that my fans aren't working. I did some research and found out that some GPU fans start working after a certain temperature. Mine had 84C and my fans were still not working. Tried using WattMan and turning off "Zero RPM" and that did nothing. I really hope the fans didn't break cause it was a struggle waiting for this one to come. Can somebody help me?

What RX 590? Can you manually set the fan speed in MSI afterburner?

MSI Afterburner didn't do anything as well it might be cause I don't know how to use it but I think I did the right things to try and turn on the fans. Also forgot to add the specs:
Ryzen 5 2400g
16gb ram hyperx 3200mhz 8x2
B450M PRO VDH PLUS
Evga 500w PSU
and the Sapphire Rx 590 nitro + 8gb
