Question Strange Screen Shake

I've recently got a bit of a franken-PC. Here is some text from System Info:

It was running fine, but I've noticed some strange issues:

1. Initially, there was screen flickering between two levels of brightness. I believe this is a monitor issue, and it doesn't actually bother me too much.
2. There was some strange disconnecting of the graphics driver. A USB device sound was played and the screen flickering black for 1-2 seconds, before returning to normal.
3. As of yesterday, my screen is now shaking badly.

Actions taken:

1. I've reinstalled the graphics driver.
2. I've tested using a second HDMI cable, and the alternate HDMI port on the PC - same problem
3. I've connected my laptop to the monitor via HDMI and there was NO screen shake.
4. I've also reverted to Intel graphics and the screen shake is fixed - UPDATE: PCI bus seems to be disconnecting and screen shake has returned... upon inspection, it seems the graphics driver is trying to reinstall itself automatically

Would love to hear anyone's thoughts on whether they think this is a software issue or a hardware failure. Cheers!

PSU is a Sentley BXP65-0R.

The screen shake is now resolved as I've rolled back to a previous driver and not going to update it again. However, I am experiencing the same hardware disconnect sound and screen freezes. When gaming, this can result in anywhere from 1-10 second freeze. The PC is essentially incapacitated. I have checked connections but not really sure what's triggering it.

I have heard someone say their mouse caused a similar problem, with others suggesting I uncheck the "Allow the PC to turn off to save power" from device manager (I have already done that for network adapters and USB ports. Any ideas? Thanks!

Did you reseat the video card and power cables? Need to test the video card in another system and see if the issue follows the card.

That power supply is pretty suspect for quality, the brand is so-so with some OK units and some bad ones. Could be an issue there.

Reseated the GPU yes. Checked all power connections. When I got it, I bought new keyboard and mouse, and a USB network adapter... I'm wondering if one of those is faulty? Also checked voltages with CPUID HWMonitor and nothing seems to be out of parameters... I did have the CPU auto shut down a few times and an ASUS motheboard anti-surge protection message, but I've since turned off anti-surge protection...
Could it be something triggering a power surge, a failing motherboard or a dodgy PSU?
