Question USB only works in BIOS and Win 7, not Linux or Win 10

One day when running Ubuntu I lost all ability to input. This happened suddenly and out of the blue after running linux for months. No mice or keyboard input were possible regardless of 2.0 or 3.0 port. I figured this was a linux thing and try reinstalling but couldnt because once the usb drive booted again all usb, including the installation drive, were gone. This happened with Windows 10 and Debian linux as well. all usb functioning and detectable in the bios, but as soon as something boots on the drive, usb cuts. I tried one last thing and installed windows 7 by flashing the image onto the ssd from another computer and booting. Everything functioned normally, it was fine. I then tried upgrading to windows 10 from that point and it broke everything again. This used to not be an issue, on any OS, and now it is. I have tried changing all usb related bios settings found in forums, secure boot is not enabled, everything has been flashed and wiped. I thought it was hardware but again, windows 7 is fully functional with all ports. PS/2 is still functional in other operating systems but i only have a mouse for navigation. Any ideas on what this issue is?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:

If the specs are in your sig space, please find it in your heart to list them in the thread's body since sig space specs can and will change, making this thread and any subsequent solutions moot to the other person in the same boat as you are in now.

Can you please include the age of the PSU apart from the make and model of the unit? BIOS version for your motherboard? Considering you have worked with 3 OSes, what version of Windows 10 were you on prior to the mishap? Where did you source the installer for Microsoft's OSes?

PSU is 2-3 years old, but has not been used much during that time. I'm primarily a laptop user now, this desktop doesn't do much.

BIOS has been the latest version for the last 6 years.. A4. After the USB stopped functioning I re flashed the same latest A4 version with no change.

Whatever latest version of Windows 10 is what was running and what was installed. All installation media was downloaded through Microsoft's official install tool, pulling the latest 64 bit versions of Windows 10 from their servers.

Windows 7 was an ISO flashed onto the ssd via a usb adapter using wintousb. This allowed for me to flash via usb from another computer and boot from sata as normal in the desktop, and as stated everything functions as it should in Windows 7, leading me to believe it is not hardware related. When upgrading this functioning windows 7 to windows 10, again using the official microsoft windows update utility, once windows 10 was successfully installed and booted, only ps/2 was functioning and all usb ports were not.
