How long should I wait to be absolutely sure that when I buy a new board it will supports 9th gen Intel processors without having to update the BIOS?

Maybe forever, because boards are always being updated. You can always ask before you purchase it if its compatible.
Then when the 10th gen comes out, you will need a new motherboard anyway... so...
