[SOLVED] Warzone/Multiplayer/other games suffering from extreme lag/stuttering/packet loss ?

Okay, so I am having the worst lag ever in multiplayer and in warzone. This includes the lobby as well. Lagging, stuttering, game practically freezes for a second when I come in contact with anyone or anything. I have good internet and bought a new ethernet just in case. Rebooted router. This all started after the new update but I'm wondering if it could be my hardware. I've done a lot of the tips that people on YouTube have suggested and nothing is helping. I actually think it might be getting worse. It's not only this game but I struggle with packet loss in almost any game that puts stress on my pc. I have it on high performance mode, I have messed with graphics, tried exitlag, tried quickcpu and pretty much everything people have suggested. Drivers are up to date as well as Windows. Sometimes, my whole system will crash but I've never had an issue with COD until the other night. I downloaded escape from Tarkov and it crashed my pc. Then cod update and was unplayable.

Here are my specs:
Ryzen 7 1700 8 core 16 thread processor, XFX Reference RX 480 8gb graphics, 16gb (2x8gb) ddr4 corsair lpx ram, MSI B350m gaming pro motherboard, 500gb s700 HP SSD, and EVGA 600B 80+ bronze PS

I'm going to include some images I got running afterburner. It looks like my GPU percentage jumps from 0%, to 100%, to 68% and so on. If you guys have any idea what is going on help would be greatly appreciated.

try this step by step (read until end):

• Disconnect from internet
• Uninstall gpu driver DDU (clean and do not restart).
• Uninstall all the processors on device manager (should be 16 on yours, also when it asks for restart, click on no) like this:
  
  
• Restart the pc to bios, and update to the latest bios. Then go to bios again after update and load default or optimized settings.
  
  
• boot up to windows and install the latest AMD Chipset driver (don't reboot yet), then open cmd and do this command:
  
  ipconfig /release and press Enter -> Type ipconfig /flushdns and press Enter -> Type ipconfig /renew and press Enter. (This will stall for a moment.) -> Type netsh int ip reset and press Enter. (Don’t restart yet.) ->Type netsh winsock reset and press Enter. then exit cmd, reboot (also reboot your router), go to power plan and choose amd ryzen balanced, and connect to internet. Also optional: for ipv4 dns, on network settings change 1.1.1.1 primary dns and 1.0.0.1 secondary dns. for ipv6 use 2606:4700:4700::1111 for primary and 2606:4700:4700::1001 for secondary
  
  
• Install the latest radeon driver.
  
  *do this all offline until reboot after installing chipset driver, also you may reboot to bios after all of this to set the XMP (and previous settings you did) and make sure ram is on slot 2 and 4 if you use 2 sticks. Download needed files (highlighted word) before doing step 1, do the step by orders.
  
  
• And check windows update (and optional updates) if there is any and install them (except chipset in optional update). Also enable Hardware Accelerated Graphics Scheduling (available on the latest win 10 update) in graphics settings like this and reboot:
  
  

Make sure the psu connected to the gpu is 1 pcie cable per 1 slot (use main cable, not the branches/split) like this:
