[SOLVED] Weird UI artifacting in launchers (video)

Ever since I installed new hardware (CPU, RAM, MB) I've been having this artifacting in Steam, GOG, FF:Online launcher, Stellaris launcher, Minecraft launcher and various Edge setup windows but not Origin and uplay. Reinstalling nvidia drivers fixed the issue in Steam only. I have no other problems whatsoever. Been troubleshooting for weeks but haven't found a single post on this, any input would be appreciated!

I'm having similar artifcating issues in the Minecraft Launcher mostly. Granted it could be my card, but maybe it might be the NVidia driver's themselves.

I doubt it's hardware related since it's only in specific launchers and reinstalling drivers fixed it in Steam. Do you have any win 10/nvcp scaling or text enlargement settings? Do you use any apps like RivaTuner or GPU Tweak II?
