I have been googling this for about an hour now and searching forums but I still am unclear on what the point of this is. I want to no what this slot is and if it could be used for a graphics card.

Solution
If its 1 lane then its a PCI-E 1x slot which is normally used for expansion cards that dont need much bandwidth, they provide more than PCI slots so they are good for high end sound cards. If it really is a half length slot then it is likely an 8x slot which can take a graphics card, it will run at 8x speed just like most SLI or CF configurations.

Is there a way to tell if it's 1 lane or a true half length because I have bee around alot of computers and honestly I have never seen anything like this.

The lowest yellow one is a 1x, next one up is a 4x, top one is a 16x.

The bottom black one is a closed end PCI-E 8x slot, it is not able to take a 16x card but many boards have open ended ones that can.
