Make sure your install CD is not corrupt or scratched, that it works in another PC.
Load any drivers needed for SCSI or SATA that you have need for.
If that is not the problem, delete all partitions, re-partition drive and complete the format in NTFS.
If still a problem, you have a hardware error, I'd start by checking ram with memtest86.
If ram is good, re-arrange the cards in PC (while off and unplugged with rubber gloves), nothing next to graphic card and if you have both sound and network cards (or modem), space them out too.
