yeah, that's virus/malware behaviour

your task manager stuff is useless. you need to monitor using Resouce Monitor to see what's going on, but if this is all you get at logon, you are screwed.

can you get into windows? if not, then no, it isn't. if you can get in, then get the free malwarebytes and scan with that and remove anything it finds.

still, once infected i do a full wipe and reinstall. can't trust it's really gone otherwise
