my wifi has 2 settings 1 normal and 1 is a 5G my laptop doesn't "SEE" the 5g to connct to it

I'm on a budget and I am looking to upgrade my pc and was wondering is it really worth getting the 6gb GTX 1060 or get the cheaper 3gb. As well I didn't know if it was worth getting the AMD Ryzen 5 2600 or 2600x and if there is much difference between them. Thanks for any replies.
