I just built a new pc, and there is really loud and annoying noise coming from the radiator/fans, is this normal or do I have faulty item or something ?

I'm doing top mount, so I guess there shouldn't be any bubbles.
and I'm talking while pc in idle and all temps around 30C.

here is what it sounds like:

Solution
Sounds like a bad fan bearing noise. 🤔 Unless that's how AIOs are, far louder than tower-type air cooler. (Hence why i don't suggest AIOs to anyone.)
Freezer II 280 hits 50 dB(A) on full load,

Then again, i'll better summon our advocate on AIOs: @Karadjgne , for 2nd opinion. :sarcastic:
You are correct, and I gave wrong information , this noise isnt from the radiator or the AIO fans, it was from the case fans I added (most of it at least).
I figured this out when I disabled the aio in the BIOS and tried the case fans one by one.

Smart. But @Aeacus is is almost certainly correct, that sounds suspiciously like bearings are rubbing without benefit of any lubricant.

Don't feel bad about the wrong info, sound travels until it hits something, so can be misleading. I've seen posts about coil whine coming from the ram.... 😂
