Build Advice Are there any compatibility issues I'm missing with this build ?

To keep this brief, the CPU, Motherboard and Heatsink are all components I already have and are not changeable, and this is a computer who's primary and main use will be 1080p (currently cause thats my monitors resolution) gaming.

The cpu/motherboard and ram combo is essentially what they mean. That cpu for example is 5-6 year old technology so you really want to be looking at AMD socket am5 and ddr 5 parts, or Intel processors that are 12th generation or higher and compatible boards preferably with ddr5 there as well.

Would a 4060 ti be bottlenecked too hard if I were to consider that over a 3060 ti? I've been looking up prices and it seems hard to find 3060 ti's being sold

A 3060 ti and a 4060 ti perform nearly identically.

The 4060 ti uses less power, performs about 5% faster, has the frame generation feature, and will likely run cooler though that does not matter much cause the 3060 ti was a pretty cool running card.

Hard to find at msrp at the moment but you could have a look at the Intel arc b580 which seems to be getting good reviews in the budget segment right now.
