I just completed a build and when I boot up the PC, I get an error message that says "Please Power Down and Connect the PCIe Power Cable(s) for this Graphics Card".

I have tried the following steps with no luck:
-Tried different power supply
-Made sure that VGA cable is firmly plugged into power supply and that 8-pin and 6+2 pin connectors are firmly plugged into GPU.
-Took out and reinstalled GPU
-Tried different VGA cable

Still no luck

Specs are below:
-Ryzen 3950X
-ASUS ROG Strix X570- E Gaming Mobo
-MSI Geforce RTX 2080 SUPER GC
-64GB Trident Z Royal DDR4
-NZXT Kraken X63 AIO
-Gigabyte AORUS 2TB NVME SSD
-EVGA Supernova 750 P2 Power Supply

A separate issue I am having is that the AIO doesn't appear to be turning on (when I force into BIOS on start up, the "AIO PUMP" header displays as "N/A" even though my AIO is definitely connected. Not sure if this issue can be related to the graphics card issue.

Any help would be greatly appreciated!

HAve you updated BIOS on motherboard?

Could be a bad card or bad motherboard. you would need to test card in another PC or use a similar GPU in PC to see which is cause.

sort of thing needs spare parts to test.
