Hi guys, I'm currently building the 1st gaming PC for my cousin but he's low on budget, I tried to do my best, here you're my suggestion:

- CPU: core i5 14400 (maybe have to consider core i5 12400F due to low budget problem)
- MB: ASUS PRIME H610M-A D4-CSM LGA 1700
- RAM: Patriot 32GB (2 x 16GB) 3200MHz DDR4 Viper Steel Kit
- GPU: ASUS Dual RTX 4060 8GB GDDR6
- PSU: Corsair SF600 Platinum Fully Modular Power Supply Black
- Case: BitFenix Nova Mesh TG Black PC Gaming Case RGB Edition
- SSD/HDD: Already has one.

Is it ok to go with it in terms of quality and decent parts?

You might want to stay away from Intel. In fact you should have better luck with an AM4 Ryzen 5000 series platform, guestimating here since we don't know where you're located.
