Question Can excess thermal paste short a gpu?

I had a overflowing thermal paste on cpu issue, so I took it in to the shop to check it out. They are telling me I need to replace both the motherboard and my graphics card, because "thermal paste got in the teeth of the gpu, shorting it out".

Is this possible? Or is it a sales tactic?

I cant really find much relevant info online, if this does happen, is it repairable?

Any help would be greatly appreciated. Replacing a GPU would be so expensive :(
