Question Games stuttering despite FPS staying the same

This started happening on 1803 and continues to 1809. The games run fine, at least according to FPS counter which always stays the same. Tried fullscreen and borderless both, toggled vsync, disabled fullscreen optimizations, disabled game mode. Nothing helped so far.


UserBenchmarks: Game 113%, Desk 95%, Work 73%
CPU: Intel Core i5-8600K - 97.8%
GPU: Nvidia GTX 1080 - 134.5%
SSD: Samsung 850 Evo 250GB - 117.9%
RAM: Corsair Vengeance LPX DDR4 3000 C16 2x8GB - 90.3%
MBD: Asus PRIME Z370-A


EDIT: Some more info on the issue. It started around september/fall of 2018 (i think), when I reinstalled my system to 1803 which later updated. I've upgraded my GPU in the meanwhile from 970 but the issue seems to be persistent. I did a clean install of Windows multiple times, reinstalled nvidia drivers, GeForce Experience is not installed, chipset and other drivers are up to date, I haven't made any customizations to BIOS except for enabling XMP, but it still happens with that turned off. GPU/CPU temps and usages are normal, CPU is around ~26% and ~35 C idle and GPU is ~0% and 35 C, under load it's respectively 70-100% and 46-50 C, 70-100% and 60-65 C. Unigine benchmark didn't stutter, no overclocking applied to the card, also tried changin PCI-E slots. Pretty sure that's it, at leas of what I remember that I have tried to do.

ALSO note: I'm playing on 1080p, so my card should be more than capable of handling those games (recents include Monster Hunter: World, Apex Legends, Resident Evil 2 Remake)

This is a follow up to another stuttering issue which happens when I play on borderless. But this issue actually happens despite those settings, and I'm not sure how to pinpoint the issue.

When I play game, recent ones include Apex Legends, RE2 Remake and Monster Hunter World, I get this microstutter once in a while. My fps is almost always a solid 60, but sometimes everything seems like it freezes completely for a microsecond and then continues on to work properly.

Graphics drivers updated, tried rolling back, didn't see any indication in GPU/CPU usage/power/temperature spikes, windows is updated aswell. Specs below:

I'm playing on 1080, usually high/max settings, but lowering them doesn't solve the issue.
