Question GTX 1660 Super shows low gpu usage sometimes ?

Hello,

I have problem about my GPU usage. When i just open some game and there are not a lot of effects and textures i can get good fps and about 90%+ gpu usage, but when there is some action, my gpu usage goes to 50% so does my fps goes around 40 and its laggy.
I have good power plan, settings in control panel. In some games it doesnt really matter like CS:GO, where it drops from 250 to 120, but game like GTA and Grim Dawn where i get like normally 70 or 100 fps and it drops in action to 40 with stuttering its bad. Tempetatures are about 65c on about 100% usage and about 55c on 50%. Also tried reinstalling gpu drivers. In benchmark and stress gpu test it works fine.

CPU: Ryzen 5 1600 OC 3750mhz
RAM: 16GB 2400Mhz CL 16
PSU: Seasonic gold 650W
MOBO: ASUS b350m-a, newest bios of course
GPU: Zotac GTX 1660 Super

I think it is a GTA issue, happens with me on 3070. Not sure about the other game though

I mean it doesnt happen only in GTA, but almost in every game, but some are not noticable(like CS:GO) if my gpu usage goes to around 50% since i get normally 200fps(around 90% usage).
