Question I dont get the amount of FPS i should be getting

For the specs that i have i would expect atleast 144 fps stable in some games but there has been alot of stuttering or stability at like 80-110 fps idk why (cs2, fc25, val, rocket league...)
here are my specs:
cpu: i5-13400
gpu: rtx 3070
mobo:H610M H DDR4
ram: 16gb
