Question Low performance on black ops cold war with RTX 3070 card and i7 7700k CPU (normal benchmarks)

Hello, I recently purchased an RTX card (I got lucky on newegg). I've been doing some testing with it, and so far it doesn't disappoint. However, I compared COD Black ops Cold War YouTube benchmarks with the FPS I was getting, and I noticed a significant different: I was approximately 90-100 fps lower than I should be (on ultra settings, they were getting an average of 200 fps, while I was getting on average 100-120).

(this one even uses a weaker CPU)

My userbenchmark score indicates that my GPU, CPU and RAM are performing normally.

Here's what I tried: I tried reinstalling all GPU drivers and uninstalling GeForce experience, I changed my PCI to gen3 manually in my BIOS and switched to XMP profile for my RAM, I reinstalled my game, I tweaked NVidia control panel settings to maximum performance, etc. No fix...

Here are my PC specs:
CPU: i7-7700k
GPU: MSI VENTUS 3X RTX 3070
RAM: 16GB
PSU: 750 watts gold certified (could this be insufficient?)

Rookie analysis of my benchmarks:
I noticed my GPU usage is quite low (around 50-70%) with ultra settings no RT, is this normal? CPU isn't bottlenecking I think, it stays in the 70-80s.

I have basically the same system (7700k, 16 GB RAM, RTX 3070). I would say it is 100% CPU bottlenecking at 1080p. The best I can get out of it in BOCW is around 130 fps.
Even when I put everything on lowest settings, like 720p, render resolution 60%, it stays at about 130 fps. At that point, with lowest settings, the load of the 3070 is only in the 5% or 10% range. I was quite surprised when I got the 3070 but it seems the 7700k is holding the 3070 back in 1080p gaming.

I also suspect that the load on the CPU with 70%-80% doesn't mean much in games. It still bottlenecks. I won't max out all cores to 100% like encoding or non gaming workloads do.

Looks like the AMD 5800X (from the YT video you posted) is quite a bit faster in some games than the 7700k.
