I downloaded MSI Afterburner and I have noticed that my RX 5704gb ( https://www.newegg.com/powercolor-radeon-rx-570-axrx-570-4gbd5-3dhd-oc/p/N82E16814131717?Item=N82E16814131717 ) only pulls in 60-90w while gaming on any game. All of my games however run fine except Fortnite. There are times where my GPU utilization will be 0-30% while playing and I will get below 30fps on low settings. I currently have a Ryzen 1600 w 3000hz ram. Stupidly enough, I plugged in the 6 pin into my 8pin gpu without the +2pin and used it for about 3 years. Could that have damaged anything?
 
Yes, definitely if you use an incompatible or a weak/underpowered PSU for the GPU, then it can cause issues.

What is the exact Make/brand and Model number of your current PSU ?

If your current GPU model requires a single 8-PIN PCIE PEG connector, then you need to use only 8-pin. Using a 6-PIN cable instead is not recommended at all. The PowerColor RED DRAGON Radeon RX 570 4GB requires a single 8-PIN cable. Please upgrade your PSU, assuming your GPU has been functioning properly.
