Question Optiplex 3020 Power Supply and Graphics Card Upgrade

I'm trying to upgrade my Optiplex by installing an RX 480 and a new 500 watt EVGA PSU. I'm using a 24 pin to 8 pin adapter, as I've seen people successfully do on youtube. The system worked fine before the upgrade, but now it wont post. The fans spin up, and I'm left with a blinking amber power button (2 blinks followed by a short pause, 3 blinks, long pause, then repeats). According to dell, this means I have a bad memory or CPU, but these were fine before the upgrade. Any suggestions for getting this working?

8 (2x4) GB hynix RAM
Radeon RX 480 4GB
250 GB Adata SSD

Of course the first thing to try would be the original PSU. If this doesn't work, take out the GPU, and if it still doesn't work then take the RAM and CPU out and put them back in. Let me know how it goes.

I've put the original PSU back in, tried reseating the CPU and RAM, and removed the GPU. Still getting the blinking amber light.
