Question PC won't turn on with a working GPU plugged in ?

Good Morning,
Ive just upgraded my pc and by that i mean that i bought a new motherboard, cpu, cooler and ram. Im just using my old GPU, PSU, M.2, SSD, HDD that were working on my old pc.

Happens that the pc boots to windows if i dont have my GPU plugged in, i can be on windows and do whatever i want for aslong i want. Whenever i plug my GPU in my motherboard cpu led debug light turns on and the fan tries to spin for half a milisecond and stops, only thing that turns on after the fan attempt to spin is the RAM RGB.

Ive updated my bios, cleared CMOS, tried the other PCIE GPU slot, tried only with 1 RAM on slot2., removed the cpu and placed it back checked all the PSU connections to the motherboard etc Ive also googled that this B650 motherboards come with alot of defect when it comes to plugging GPU's in, theres multiple similiar cases about it, whats weird is that the pc boots without GPU, but with GPU the cpu led debug turns on and it doesnt boot/turns on.

Mag TomaHawk B650 Wifi
Crucial 32gb 2x16gb ddr5 6000mhz
PSU 625w
Gtx 1050ti 4GB
 
What is the name and model of that old 625watt PSU?
My bad i meant to type 525W, its a TooQ extreme gaming energy II 525W 80plus Bronze and to make it clear my GPU cant be connected to my PSU via cable, it drains energy directly from the motherboard
 
with 430watts available on the 12V lines it should be able to run your setup but it is extremely low quality and not new so we will have to put a ?
Totally get that! But i highly doubt, this PSU was running a i5 9600k 32gb ddr4 3666mhz and the same GPU 2 weeks ago, the same PSU was also tested on a different PC which ran fine
