I built a new build for a friend that was working perfectly fine for a few days until I got to factory resetting it to give it away.

I7 9700kf intel
Cooler master 240mm aio
Gtx 1060 6gb asus strix
16gb 3200mhz g skill Ballistix
250gb samsung evo 840
2tb Seagate hdd
16gb intel optane memory
750w bequiet straight power 11

Everything during the build was solid until installing the intel optane memory which requires 6gb of free space at the end of the os drive to function. It required me to delete a partition (that I thought was unneeded) and the end of the drive in order to work. And that worked great until I had to reset the pc to give away. Windows 10 basic reset function said that it could not be reset and that I needed to insert windows installation or recovery media. I thought okay, so I did delete something important there. Oh well, I'll just format the drives with my other pc and start over fresh. But now with the drives formatted and windows media installation usb inserted my computer wont boot at all! Everything turns on, fans spin, lights on, but no signal to my monitor. I can get only into the bios if I remove the cmos battery but can't get any further. Exiting the bios goes back to no signal on my display. Please help any ideas would be greatly appreciated. I just want to install windows and start fresh!

Just thought I'd delete my games and such I used for benchmarking and start it over from windows 10 startup. After this mess I certainly regret fixing what wasn't broke. But I'm not sure I understand your question. No personal online accounts are involved here. Drives are empty. Just need pc to boot into usb that has windows 10 media installation. But it won't boot. Just blank screen.
You may want to try unplugging all sata's from the mobo minus the boot drive well installing windows initially. Then after your os is installed plug the other sata's back in.

Just thought I'd delete my games and such I used for benchmarking and start it over from windows 10 startup. After this mess I certainly regret fixing what wasn't broke.
