I bought a RTX 2060 a few months ago, and it was making a weird noise, i RMA'd it and after two months managed to get the RTX 3060 from Galax. But it makes the exact same noise of the other GPU. I'd like to know if it's a normal noise or if there's any way of fixing it without RMA'ing the card again (spent 2 months without it already). I'm sure that it's coming from the gpu. It's most noticiable when the fans are around 55% speed. Here's a video of the noise that it makes.

That's most likely coil whine, it's when the inductors have a lot of power flowing through them that they physically vibrate rapidly causing a 'whining' noise. There's nothing you can really do about it but there's also nothing wrong with your card. It's just what happens when a ton of power flows through a small component.

Some people report the noise goes away after a while, for some it stays with them forever. It's a luck of the draw whether you get it with a new card or not, it's never a guarantee. Another lottery for the lucky to win.

I really don't think that it's coil whine, because it happens when the card is on idle (if i manually set the fans to ~55%) and when it's on 50% load, the fans are around 35% and i don't hear that noise

It's possible the fan could not be aligned and is slightly hitting the shroud on the GPU, or maybe some small debris got in and is stuck between the heatsink fins and fan - though discovering the cause would require your physical inspection. You can open the case and get a tube (toilet paper or paper towel tube) and ai it at the direction where you think the sound it coming from. It should isolate and amplify the sound so you can get a better guess at what it is.
