I'd just call the police, now, and let them sort it out and get the USPS involved. That's a federal crime and could have serious consequences for whomever did it if they can catch them. There's cameras everywhere these days, so you never know.
I've bought plenty of cheap cables in the past that failed at some point along the way. Usually on a Sunday when nothing is open to get a replacement. I don't buy cheap cables anymore. Especially networking and video cables. And by cheap, I don't mean the cost. I mean the quality, which is often, but not always, indicated by the cost. I wouldn't have bought that Twisted veins HDMI cable if I hadn't been able to find a pretty fair review indicating they were reasonable quality.
i totally understand hdmi 2.0 port info, both my 4k tv and the 980ti have hdmi 2.0 hdcp 2.2 ports. but what cable do i need?
it they claim a poorly made hdmi 1.4 rated cable may not even work for what its rated and a high quality hdmi 1.4 cable might do 2160p@60hz no problem.
otherwise for non 4k content any decent cable will work and as long as it has plenty of reviews and reps a regular 6,12,18,25ft cable should cost $5-20. but i dont know if that covers 4k@60 since most only advertise 4k@24 or 30.
I can't answer that, as I haven't made any attempt at 4k. I'm only using a 1080p monitor and television. They don't list that information on their little website, heh, little, but they do have contact information listed there so maybe ask them?

If you're spending $100K on this baby, you could easily spend $50K on a PC rig. Too bad there are no Xeon E5 dual boards that I know of that would have 4-way SLI, because 2 32-thread Xeon E5 would be insane.
