Weird display problem

I just finished my first computer build, as i was installing the drivers i was notified to restart. So i did. my system boot up and i noticed the display like looks like its vibrating or shaking.

Any clue on whats going on? my screen is 1366x768 720p

It didnt help. its weird its like noticeable but not like extreme
