Question EZ Debug CPU Light Flashing Red

HI there, I have a problem when starting up my PC. I've striped it down to the barebones (one stick of RAM, CPU, CPU fan, 20+4 power connector, 8 pin CPU power and the case power switch) and whenever I turn on the power supply and press the on button the EZ Debug CPU light flashes red continously. Someone help!

Specs:
AMD Ryzen 7 1700X
MSI B450 Tomohawk Motherboard
Crucial Ballistix Sport LT.

Pay particular attention to bent pins on the CPU / CPU Socket.

Sorry, forgot to post PSU specs. It's a Corsair TX850W non-modular. No bent pins on CPU or CPU socket

And you've reviewed the rest of the guide?

Is this an entirely new build that is not working at all? or an older build that has worked previously?

It's an old build, and i've replaced the motherboard, RAM and CPU.

Assuming you have CPU cooler attached to proper fan header (obvious I know, but covering the basics).
And since upgrading, it hasn't functioned?

So upon power on, the CPU fan rocks back and fourth slightly and the EZ Debug LED for the CPU flashes red.
