GPU displaying video but not being detected

I built a system for my friend and it turns on and runs fine, displays video through the gpu (rx 580) but the rx 580 isnt being detected. It doesnt show in task manager and it only shows in device manager with an yellow exclamation next to it. I installed the AMD drivers and upon finishing intallation it gives an error saying it couldnt detect a gpu. Every time I try to boot a game I get a directx 11 10.0 missing error.

The build:
400w EVGA PSU
z370 (updated bios)
9600k
RX 580
16gb 3000mhz
1tb HDD
250gb SSD

My thoughts exactly.im taking apart my personal rig and using the 700w psu to see if that fixes anything. This system worked fine with a 1060 on it and played doom eternal but I assume the 1060 6gb uses way less power

Hello!
That RX 580 is very power hungry and a 400W PSU certainly won't do it. Start with that and then check why it doesn't get detected. I bought a second hand RX 570 and had no issues with it so far, but I'm running it on a 750W 80+ PSU.
