Gave you one of the few cases these days that still has an expansion bay for a optical drive, but feel free to change the case to whatever you want. You could also save about 50 USD right now and drop down to a Ryzen 2600.

The only other savings would be to get a different motherboard. I gave the Tomahawk since its a good board and the BIOS can be updated without a compatible CPU just in case you choose to go with the 3600 and the BIOS isn't up to date. Here is a list of boards that the BIOS can be updated without a CPU installed.If you go with the 2600 you can get pretty much any B450 out there.

In regard to a battery backup, the easiest thing to do is to have an idea what your build is and utilize their calculator to find out what you need for expected run time and equipment. You have some pretty specific desires inside a small budget.
I would:
Spec a BUDGET system with a 1xxx or 2xxx Ryzen 5 inside a budget case. If gaming isn't priority ( I can't recall and your drive link isn't working any more) select one of the iGPU models. You should be able to select some decent budget drives, memory, PSU in order to help come up with a target for the backup. Probably want to stick with a run of the mill type 24" monitor, basic keyboard for now, cheap kit of 8GB RAM.

I have tried to pick what I feel is the most important.

I omitted a UPS as I don't feel it is that necessary. Cheap and UPS don't go together, plus one of a decent capacity suited for a gaming PC would be too pricy for your budget.
I omitted RGB case fans due to budget issues, but the case does have some front RGB.
Nvidia cards at this price point struggle to compete with AMD cards, so I went AMD.
Other ommisions I dont have time to write out.

Nothing majorly wrong, although AMD Ryzen processors performance is heavily dependent on ram frequency, so i would go for no less than 3000mhz.

SSD isnt from a good brand, so i would spend the extra money to get a faster and more reliable Samsung drive.

USB Ethernet adapter is not needed as the motherboard already has an ethernet port capable of the same performance.
