Most Intel CPUs can run reliably up to 100°C. You do not need to worry about the CPU temperature.

Try using ThrottleStop. Check the Set Multiplier box and lower the Set Multiplier value. Press the Turn On button. It should not say Monitoring... in the title bar when this is set correctly. Post some screenshots if you need help. Enable SpeedStep and use the Windows High Performance power plan so ThrottleStop can try and control your CPU.
