From research, I've concluded that these are the components I'd like to upgrade to:

CPU: 13600K
MOBO: Gigabyte Z790 AORUS ELITE AX
RAM: G.Skill 32GB(16GBx2) Trident Z5 RGB DDR5 6400MHz CL32 KIT
MONITOR: Idk but around 1920 x 1080p 1MS 24" 144Hz+
GPU: I want to hear ur suggestions, but around the 4080 / 7800 XT

Throughout last year, my pc has been stuttering & screen tearing a lot when playing even the most simple of games (overwatch 2, for instance, barely getting 35 fps at times) or lagging when having multiple applications open.
From what I know, its to do with my MOBO, which is severely outdated and not allowing me to insert another 8GB of RAM.
Moreover, it is kinda useless to fix now, which is why I'm asking y'all for any tips in terms of upgrades.

I only want to upgrade the CPU, MOBO + RAM to the latest quality; for the GPU, I'm honestly waiting for the 4070 / 7800 XT to drop (because I have a feeling that if I was to get the 13600k, there would prob be a bottleneck between it and the 590 - correct me on this).
For the PSU. I've had it since the lockdown and it's been so quiet and perfect ever since I got it, really have no problem with it (unless y'all have something to say abt it).
My monitor isn't meant for gaming either - I'd like to have 1920 x 1080p 1MS 24" 144Hz+ monitor, but there are so many out there, so please help me choose that too.

In truth, this is a cry for help, gaming has been really laggy for me in this system and I just want advice, please. Thank you all in advance.

What is your maximum budget? What country?

talking about the 13600 with the RX 590, imo is there only a bottleneck if the cpu limits the gpu, but others might think differently. Not saying that an upgrade won't matter.

Looking at the gpu's you're looking for is imo an upgrade of the psu also a necessity.

The 590 feels like it needs an upgrade, I agree, its days are numbered.

If you want to save some money, then choose DDR4 board/ram instead.

RTX 4080 doesn't fit into your budget. It alone is like £1300.
But if you're looking for that kind of graphics performance, then gpu gets wasted on 1080p. It's 4k class card.
Think of a larger size, higher resolution screen instead - 1440p or 4k resolution.

What would be a high-class 1920 x 1080p card then? Should I wait for the 4060 ti / 4070 / 6700 XT to drop?
I'd like to have DDR5 now, instead of getting DDR4 now and upgrading later, it would save the hassle.

For 1080p, I'd suggest a RTX3060-3060Ti or RX6600-6700.
