Hello again guys, a friend of mine wants to upgrade his old gaming pc. His known specs are as listed below:

Intel Core i5 2300
ASUS P8P67 Motherboard
DDR3 Kingston 8GB 668.9 MHz frequency
ASUS NVIDIA GeForce GT 1030
No SSD

I would apreciate your opinion in what to upgrade first and to what component. Thank you so much and have an awesome day.

Solution
What is your budget?
I think you are reasonably balanced today.

Try this test:
Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

What is the make/model of the psu? That is what may limit a gpu upgrade.
GT1030 is barely an entry level gpu.
You can probably upgrade to a GTX1650 without issue.
A graphics card upgrade pays off most for fast action games.
Here is a chart of gpu capabilities:

The strongest would be a i7-3770K.
It sells for some $100 on ebay and can be overclocked for more performance.

Sorry for the delay on the reply guys. I've been in and out of work. The budget is around 400€ and my friend mostly plays csgo at 120fps not stable though, and I've putted his settings at best performance possible.

Out of curiosity, what specific country in Europe are you purchasing from?

What is the brand and EXACT model of the current PSU?

I think that at the 400€ level, an entirely new platform COULD be possible. Otherwise, a better video card now, which can be carried over to a new platform in the future.

You can search used parts like:
-I7-2600k/3770k;
-Add identical stick of ram, or sell old one, and buy highest frequency, and lowest cl that motherboard supports from qvl, or search in web for compatibility 2 × 4, or 2 × 8 gb;
-Add cheap ssd for os, and few games;
-Buy rx570, rx580, gtx 1060 6g, etc. gpu;
-upgrade/buy psu, hdd if it's old, bad quality, or out of warranty;

Search for new system, cpu+mobo+ram+gpu, if you don't wanna invest in old one, but I think it will be over 400$.
