I have my windows installed on my NVMe SSD and my HDD doesn't show up in Windows (disk management, device manager, etc) but does show in BIOS.
To get my HDD to show in Windows I have to boot into BIOS and exit out and then my HDD shows in Windows (file explorer, etc). Normal boot up without going into bios first results in the hard drive being missing.
Any ideas?

Could it be because I installed windows with my hdd plugged in. Also on latest bios version
I was looking for a conflict between M.2 ports and SATA ports.

That does not seem to be the case,
