Recently got my HP 750-287C's PSU knocked out by a power surge but had it replaced. Now, when I use my PC, there's a sound coming from it that sounds like someone is shoveling snow outside or the printer starting to print something. What is this a sign of? Is it a sign of a component failing? I've had no issues with the PC so far. OEM PSU was replaced with an EVGA 450 W3. The noises start and stop periodically. I've never had this happen before.

I clean my PC every few months, so I don't think it's dust getting into one of the systems.
